Santa Clara County's Bag Ban: Initial Study available

Santa Clara County is proposing a ban on plastic bags and a 15-cent fee on "green" paper bags at all retail establishments in unincorporated areas of the county, except fast-food establishments and retail stores run by non-profit organizations (e.g. Goodwill and Salvation Army).
