The Court of Appeal decision upheld the Los Angeles superior court's repeal of Manhattan Beach's plastic bag ban in a 2-1 decision. The majority opinion followed much of the plastic bag industry's standard arguments, but the dissenting opinion shows a glimmer of hope. Save the Plastic Bag Coalition v.
