Flordia's Dept. of Envt'l Protection releases Retail Bags Report & Map
Florida Department of Environmental Protection releases a Retail Bags Report for the Legislature In response to concern about the impact of retail bags on the environment and the growing interest among local governments to develop prohibitive ordinances, the Flordia Department of Environmental Protection developed a Retail Bags Report for the Legislature. The DEP recommended that the Legislature review the available options and take action to discourage the use of single-use paper and plastic retail bags and encourage the use of reusable retail bags.

In support of the report, the Department also developed an extensive website tracking all plastic bags nationally and internationally:

Unfortunately, until such time that the Legislature adopts the recommendations of DEP, no local or state government in Florida may enact any regulation or tax on the use of such retail bags.
