California's SB 915 amended to remove local preemption language, but still bad

As introduced, this bill would have preempted all local plastic bag ordinances.  As amended, SB 915 lacks the preemption language.  The amended bill would require that plastic bag use be reduced "by an unspecified percent by an unspecified year" and sets mandatory levels of recycled content.  This bill seems to have had the "teeth" removed, but is still a step in the wrong direction in that it focuses on recycled content instead of on preventing plastic bags from entering the waste stream.  Vote NO on SB 915!
